That is a NY‘ism because handguns are illegal in NY unless they are on a license. No other state I have been in requires you do do what NY does. I moved to a free state and just brought my guns. No fuss no muss. I have changed my residency but kept my NY license. In order to get the guns off my license my county wants me to bring them to NY and ship them from a NY based FFL. Nonsense, if I sell a handgun which is on my license it will remain on my NY license until the end of time.

What transfer? Who says I'm not a resident there? Where does law say all my firearms must remain with me at all times? Leaving it at a location does not constitute a transfer!

Word on the street is that the same letters were mailed out to gun owners with a June 15th date. It is not clear if they were a second notice or a first one to people that did not get one with the may 20th date.

State to state transfers of ownership, yes.
But you are perfectly legal to keep your rifle at your friends house out of state for as long as you like.
Getting out of state handguns on a permit in NY is a whole different ball of wax that depends greatly on your county. In some you have to go through an FFL as you say, others you can just go to the clerk with a list of firearms and serial numbers on a post-it.
In Livingston I added an AR pistol I made with a receiver I purchased as an "other".
I added it with a picture of the serial number on my phone.
