What are the laws on 80% lowers in New York? I know no pistols. But rifles I've been told they are legal but they cant leave your property. This true?

I just went into a local gunshop asking about uppers and a random guy starting talking how adjustable stocks aren't legal. I said yes they are if the magazine is pinned. Along with a pistol grip. Are they actually legal and can you show proof?

I was just told that if your ar15 is over 26 inches you can have any attachments you want on it. This true?

Can i have a 14 inch barrel with a 2 inch pinned and welded muzzle device so my rifle isn't so long? I found a nice muzzle device but it's 2 and 3/8 inches long and makes the barrel 18 inches long which I'm not a fan of. Thanks in advance.

My friends have all got theirs in 3-4 months and not that long ago.

Herkimer county is a 8 month wait. It's one of the faster county's to get a permit.
