Since the receivers are being categorized as "other" and not as pistol, rifle or shotgun, as per the definition of the law, wouldn't the law be irrelevant?
That's the gray area I thought about, There is a part in the law that says that if he was something along the of lines of "trained" or "certified" to use in the job, he would be fine. But that's the tricky part.
Got it, that part is understandable. What about the registration process. He explained to me that he has the AR way before the Safe Act and never registered because he understood that "as long as you are active, you don't have to"

No worries, you should be g2g. Ask the store if they did it in the past and if they did, maybe those customers, have come back and told them how the process went.
Do you happen to have a pdf/copy of the amendment form? I noticed in their website the form is not listed and that you have to go in person to do any amendments. This is how the Westchester looks like
Usually the clerks don't know much about it, most likely it will be reviewed by a police officer/detective/sgt. Why would they want to know the barrel length? Never heard of this one.
Look at my previous post, when adding a lower, the info should look similar to that.
Should be easier than Westchester Co (where I am). Just add it like if you were adding a regular handgun. Some counties, they would like to see the lower with the fixed magazine, others won't (as far as I heard).

Good question, he said to bring it to the county administrative building aka the court building in white plains. Which I will wait for him to come out since most likely I cannot go inside with it.

That is exactly how I did it and sent the form. Just got it back like an hour ago. I called RescueStuf, and they said that they county is basically not accepting multi cal amendments.
