I'm not certain, but I suspect it's likely a shell for a a saluting/signaling cannon. This page shows some similar shells in 2 or 2/12 gauge, and does mention there are paper hulled ones. That may be a 2.75 gauge based on the marking (perhaps for a very specific cannon, dunno)...
