Not sure I believe these applications were lost, but in any case, decent lawyers and good backing from deep pockets might shake things up for NYS. At least it could get the attention of SCOTUS on the dubious practices of our fine state with regard to 2A.
Until you're ready to do that, we need to care about every single tiny issue regarding 2A rights and fight tooth and nail to preserve every aspect of those rights. Each one of these victories represents a way of telling those people that they can go (hang) themselves!
