Has anyone been successful in getting a NJ non resident permit? On their website it seems that they are pretty specific with only giving out of state permits to people who are required by "work" to carry.

Can one apply for a CT non resident permit while waiting for their NY permit? I'm still waiting for the response from the Westchester County Clerk, in the meantime, can I submit an application to CT? Or do I have to wait to receive my NY permit first?
