I find it interesting that POTUS is always blamed for budget changes, but doesn't write or vote on Budget Bills, which is the job of Congress and the dirty little fingers of special interests.

Because the president has a lot of input. He has veto power, so if he has issues with it he vetos it and then they need to draw up a new bill. Since there isn't a super majority, if he vetos an item there is not really a chance to override his veto.

While technically true, POTUS always has their items they craft and submit for funding. "Obamacare" is a big one. And also has final approval/veto power over the budget as well. POTUS is a huge factor in federal spending.

In paragraph 7 of this ridiculous article I think the authors reveal why they have a need for a fainting couch:

Oh No! Trump might revoke chemical castration (the accurate term). He should. And the phrase "transgender sewage" is entirely appropriate.

Which is exactly what I was saying. He gets a lot of criticism for whatever the budget is as he has the final say, at least with how congress is balanced now anyways. He also has input into what is in there since he gets that vinal approval/veto power so the budget being sent to his desk in pretty much all cases has his priorities in it to at least some degree.
