It would be considered a heavyweight in .223 and everyone would go crazy buying it if it fit in the magazine.
Well a 100gr 223 would have an incredibly ballistic coefficient and would likley have an extremely flat trajectory. If a barrel twist could be devolped to stabilze such an absurdly underbore bullet.

The muzzle velocity would be, but it would retain velocity very well.

So why not this?
Because light for caliber, due to the relatively small mass for its frontal area, will lose velocity much more quickly.
Plan on developing a load for my hunting rifle using these.
My hope is that the speed is great enough that I can use a standard cross hair reticle for 0-300 yds. If this works I will be very happy and have also heard they are devastating on game also.

Are you planning on engaging targets at 800 yards? If so, this isn't for you. If used as home defense or for normal combat engagements of 150 yards or less where armor may be involved, this works great.
It wouldn't be a replacement for long distance ammo.

I loaded some Sierra 110 gr. Varminter HP for my 308 for Coyote. It was actually quite accurate.

I have the 110gr TTSX loaded with 3031 going at 3250fps from a 18" AR barrel and could get more.
This is what these light for calibers bullets are designed for... speed.
The 7mm-08 with a 100gr bullet will give 3400fps on 22" barrel but more effective range due to the better ballistics.

Well the value packs from speer are a big part of it.
Not only the heavier bullets are good but also the little 7mm 110gr are amazing and great value.

What lighter bullets? The whisper/blackout already struggles with the lightest bullets in 30 caliber in 110 and 120gr.
A 7.62x39 reload with 110gr will push the 110gr to 2600+fps that is not huge but 200-250fps faster than the whisper/blackout.
And this is below the max pressure for that brass around 52Kpsi and we know it can take more like the Grendel.
The reason is case capacity. The whisper(blackout) was intended for subsonic and not for supersonic work.

I mean something like this 100 gr or a design of a 90 gr. The Barack Obama has no range as it is so why not make a really light bullet for it?

Great analogy. Both the 308 and 7mm-08 loaded with 120gr bullets will hit like a 270 at the ranges people normally hunt.
Companies do not load that hot because then people might never buy other calibers for hunting.
This happens quite a lot with other simple calibers.
The 358 Winchester and 35 whelen will take the place of a magnum to tackle the largest animals but with less powder
and much lower budget.
The 284 will take the place of a 280 from a short action and standard 308 bolt.
A 35 caliber Remington Ultra Magnun with a 250gr bullet will take down anything walking on this planet although
many countries only allow 375 minimum like in Africa. Of course the 375 Rem mag will also brutalize anything
on its path.
Once you look at ballistics carefully you will find we probably will do everything we need to do with 1/8 of the calibers
we have available and w/o any need for expensive exclusive ones.

But then the problem is the bullets slow down like they had a parachute on them. Like pistol bullets but worse as drag deceleration is exponential to higher speeds.
So you will not have speed nor more momentum. Might be able to do more speed in short range but then why not a 6mm?
At some point it doesn't make sense. There is no enough case capacity and keep reducing weight it becomes a futile attempt.
SD also goes to hell that is already low with 110gr varmint bullets.
Long and skinny is where it's at basically. Look at the APFSDS ammo tanks use now days.

yes, and also weight and construction with center of gravity close to center of pressure so the projectiles are more stable and therefore accurate.
The weight also increases sectional density and ballistics efficiency due to the momentum.
Of course construction, materials and design are key.
Momentum is also huge in penetration in targets before they explode. Again associated to SD that is associated with the mass too.
It is all releated one way or another. Always part of the physics trade offs.
