18 or 21 to buy rifle ?

If you are over 18, under 21 and what to build a rifle, just buy a rifle, keep the lower and sell everthing you dont want and complete the project. Or do an 80%.

pretty sure you can buy a complete lower, just not a stripped lower
Depends upon if it was shipped from the factory as a rifle or an other. Then again, I am not too sure about that rule, I bought two complete lowers in Alabama and had to ship them to FFLs in NY to pick them up. If they were complete rifles I could have walked out with them.

If it is not complete it can not be a rifle.
Factories ship none rifles, as pistols, or others. That is the only choice.
That is what I thought. I have only bought 4 complete lowers and I really never paid attention to what they were marked on the 4473.
What is the logic for the difference anyway? If you are old enough to buy a long gun then you are old enough to buy a handgun.

To be honest I think a person should getball there "adult" rights at 21. At 18 your still a kid. In the case of millenieals the age should be 41. Maybe 101.
