By law , nobody in uniform should follow an unlawful order no matter who gives it . If you belive it is morally and legally wrong you can claim a conscientious objector status. There are law in place that protect the individual from piss poor leadership, but it requires two things . 1 ""Joes"' have to be educated on it and aware of it. #2, Two 5 pound brass balls .

Clandestine operations for a purpose is one thing but for instance if your CO commands you to shoot civilian women and children in their own beds because he's tired of looking at them, that is an unlawful order not to be followed.

There are those in the military and FBI that don't give a shit about the law. They have orders and they don't question them , that simple.
We were ordered to do some messed up things in country but nothing illegal per se.
For instance, one time some guys were ordered to kill a small herd of goats on the perimeter of our outpost because they kept being mistaken for hostiles. There were no locals and nobody claimed them.

Unlawful means just that. I was once ordered by a druken SGT in Korea (I was a Private at the time) to steal some spoons from the mess hall so he could eat his ice cream. I shit you not. I refused on the grounds that was an unlawful order, and reminded him that, by army regs, not only was a solider to disobey unlawful orders but to report them to the commanding officer as well. He responded by puking on his lap and all over the ice cream. Again I shit you not. He was very drunk, was never worried avout it in the first place, it was entertaining.
