It's a pretty standard ar pistol with a brace and available in a few different calibers.

They just have the gun control plans queued up to roll out as soon as some appropriate news happens.

I do believe they intentionally create the atmosphere to encourage crime so they can sweep in and steal some liberties to "solve the problem".

It's just like the fireman who sets the fires so he can be the hero and put them out.

It's not even really disputed that the whole Waco siege was about a funding dispute, they wanted something they could splash over the news at budget time, they just didn't realize it was going to blow up in their face.

I don't believe they can control the timing of events like this, they can just cultivate them and then exploit them when they happen.
