Historically that is not the case.
When the Jews decided that was the age you became an adult (and celebrated it with the bar mitzvah) it wasn’t controversial at the time that a 13 year old was responsible for their actions.
People that age used to hold down full time jobs.
Our society has pushed that back (first to 18, and now in many ways 21) by denying people responsibility.
You don't become a responsible adult by getting older. You do it with experience. If you deny people the necessary experience they will not mature.
A lot of people think that it's a "good thing" than 13 year olds don't work now. I think it's a terrible thing that we are stunting the development of people so badly that 13 year olds can't.
In fact, in the dependant portions of our society are reaching old age without ever developing that level of maturity. The leftists answer is for the government to act as their parent until they are so old they need to be in a nursing home. That's horrible.

Kid was an active threat to the public, the chase was fully justified. The cop had a legitimate fear for his life.
It's to the cops credit he didn't dump the whole mag.
That will certainly help him in the aftermath. He would have been perfectly justified in doing so, but the optics would have been much worse.

The kid shot at a passing car, eight shots at the car. He ran from the Police and when confronted, this young yut, in fact had a gun in his hand. Great situational awareness from the officer.

My current *community* is right on the Mexican border. There are all sorts of people from as far away as South America flowing through here. Some of them with decidedly not pleasant motives.
My actual house OTOH, nobody who isn't here for me or one neighbor will be up this way. At all.
My old community in Geneseo was a great place to live, Hard to classify "non-locals" there either as half the town were college kids from long island.
Neither community is one I worried about riots or looting. But when we chose where to move when getting out of NY, that was certainly a major consideration.
They are deliberately manipulating people's opinions and perceptions to knowingly cause them to have a strong emotional and violent reaction. Sounds to me like very subtly inciting a riot.
These propogandists need to start being sued, arrested, made examples of and held accountable for their actions.

I live in NYS but about as rural as possible. The only "big" cities near by are Buffalo....90 miles away and Erie PA.....50 miles away. Other than that just cows, Amish and a few small towns, cities and villages. Our closest neighbors are about 1/2 mile away and they are Amish. There was an old couple across the road kinda....they got too old and moved. Unfortunately their house will sell soon.

I’m going to bet that it was a completely unintentional activation of strobe. Most likely a TLR-1/HL, and he hit his light once and then then hit again a second time quickly which puts it into stone mode and he kept his thumb pressing on the paddle keeping it in strobe mode. That’s why I use the ten-tap programming on Streamlight’s and put them into “High mode only”.
