I may not be understanding the “problem”. What is needed is a permit for a parade isn’t it? Then the where with all for who is going to pull that permit and the notification/advertisement to follow.

No "ORGANIZATION" as of date
Well there's a relatively well organized organization with all kinds of organizational skills that has an organization of something like 5 million members that could probably organize something but they're too busy organizing a lawsuit defending their right to organize the monetization of their trademark.
It would be interesting to see if local governments begin to disregard the state ordinances -- just like state governments are disregarding the federal laws on immigration.
If local governments make "pro-2A" zones in NY, then the final straw comes down to enforcement. Will LEO stand with the people and local governments, or will they decide they want to act on behalf of the state, and enforce unconstitutional laws? I'm not sure. It's a gamble, and disobedience on a local government scale.
Looking at other instances in which unconstitutional laws have been passed in this state, though, my guess would be that LEO would enforce the will of the state. It would be a losing civil disobedience battle as long as the these unconstitutional policies will be enforced.
What consequences? It’s not like we can boycott tax payment that funds them. For all intents and purposes our govt operates without impunity, accountability, nor our consentThen it needs to be made clear to the enforcers that there will be consequences for their actions.

How many counties signed on to officially opposing the SAFE act? Most of them.
How many threads here regarding AR's are about complying with it?
If someone is arrested for a SAFE act infringement of their civil Liberties, all these second amendment groups should immediately rally their membership's to meet at the county jail, surround it and demand release. That would be civil disobedience. Escalation would be up to the government and met with even stiffer resistance.
