So what is the latest info on what happens with the ammo background law that is supposed to start sept 1st? Does this affect private ammo sales? Like if I trade another forum member ammo in exchange for a different caliber that they have, does that require the ammo back ground check?

NY has had an ammo background check since SAFE passed.

Is there something actually new now, or did they just pass that part of that law again as a virtue signal and count on all the people to forget it was already a law ?

Does it also apply to reloading equipment and supplies? Or just pre-manufactured rounds? From what I can tell it's only for manufactured rounds.

I had seen something with the latest round of laws that it takes effect sept 1. It will start with LGS having to record your info and provide to nysp. Then around July 2023 nys docj will be doing online background checks for a 20-25 fee. I’m hoping someone here had the actual text of it

I had heard it will be on any caliber that you need a license for so it will be any pistol or rifle ammo. I would say what you’re doing isn’t a sale in the original post and legally you’d be good to go.
I plan to grab another 1000 rounds of 9mm and another 1000 of .223 before it goes into effect. After that I’ll buy shotgun ammo in NYS and anything else in another state.

IIRC, the brass database that was in effect over 10 years ago never helped solve 1 crime.

Cost millions and it was shutdown.

But, then again, it's not about stopping crime, it's about control through implied threats and inconvenience.

Bureaucratic harassment.

I still order my ammo from TSUSA largely because I appreciated them when I still lived in occupied territory. That and they have reasonable prices.

I could probably hunt around for a better deal now, but as long as they are reasonable, and have what I'm looking for I'm not going to bother.

How do you think they know how mass shooters got their guns with in minutes to hours of the shooting? I’m thinking the serial number. I’m not saying you find a shell casing and track it back to a gun or you find a gun and by the serial number you say this one killed 50 people, but what I’m saying is that if you’re caught with a gun for say a red flag purpose and they take the gun and run the serial number they can determine who the owner is or should be. That’s why the red flag BS being so easy is so unnerving for some.

Agreed they kept it reasonable through out the entire pandemic scare and didn’t implement stupid rules for the most part. I have 1/2 case of 9mm waiting for me at my friends house when I get there to pick it up from them.

I'll go buy ammo in a free state, and meet you in Pa, or Vt or Ma or RI and I'll sell you ammo for cost plus a "gas surcharge" ( Hey, I cost me money to go get it) but at least you'll avoid the ammo gestapo.

and yes, there is already a ammo BGC in place from the UNsafe act. But the state kinda abandoned it because they couldn't come up with $100 million to create a computer system that would work. So there work-around is to record every ammo purchase IN state. LOL,

I bet it works as good as that ballistic bullshit,

Here's what I recall, and it could be 100% wrong, so take it with a grain of salt:
They passed the ammo BGC in the SAFE act, expecting the NICS system to do it.
NICS told NYS to fuck off, we're not taking another couple of million checks a year for you.
NYS looked around with a slack jaw expression, and figured out a Memorandum of Understanding saying it was on hold, because, well, they wanted someone else (Feds) to pay for it.
That's why some places would sell ammo online, and some wouldn't. The law was on the books, but the legal twits agreed not to enforce it, because, well, they couldn't. Some retailers said "Nope, not fucking with it, no sales to NY", and others said "Well, it's in writing it won't be enforced, even if it is on the books, so have at it!"
Edit: There was/is also an "Ammunition Sellers License" in the law, which you have to pay for to be able to sell ammo. I don't know if it's like an FFL, where you have to be "in business" to need it and the occasional off loading of extra ammo you have is OK, or if they require it for any sale, even private, of ammo. I'm betting it's the latter, because, yeah, NYS.

Fast forward to now, and NYS decided they are going to do their own NICS checks for firearms (so they can be more thorough... yeah right), and, well, since they are going to setup the system, might as well throw in ammo BGCs with it. So, they scrapped the Memorandum of Understanding that admitted their SAFE act requirement was bullshit, and called it a new law.

The delay is so they can setup the NYS NICS check system, which I'm sure will be flawless, and work perfectly right from the start...... I was ALMOST able to type that with a straight face.....

You're largely on point, although the law for ammo background checks in the unsafe Act was only effective once the background check system was up and running otherwise it was not an active portion of the law. Since they never got it up and running the law was never valid as per their own text in the law itself.

Probably cheaper too as the LGS there don't have all the bullshit to deal with that NY makes everyone jump though! What is NY going to do? Send more of it's agents outside its jurisdiction to surveil NY'ers? Lol...

I'm outta state and have to remember to stop by and load up... But worry about having hollow points while traveling through NJ!

Set up parcel lockers in parking lots just across the PA border that you can get ammo delivered to.

$5 to pick up your order. Ammo, gun parts, etc...

Surely there would be some diners, etc that would like to host them. "We sell 10 extra lunchs a day from the NYers coming down to pick up their orders."

Are the NYS police actually doing the NCIS check as in are they actually setting up a background check system or is the FFL just calling the NYSP and the NYSP are then calling the FBI on behalf of the FFL to check for licenses? I’d have to read it again but this is the impression I got. Also only licensable ammo will need a background check correct as in pistol and riffle ammo. I know still sucks, but that’s what it is.
