There is NY States loophole. If the system is not up and running by the 13th, then that possibly means no gun purchases. They can keep the start date of the system in limbo and no new guns for us.

They can’t stop gun sales in NYS. They might try but it won’t hold up and will go to court immediately with a resolution in our favor. They have already walked back the timeframe for this a few times.
What's really a pisser is the Dealers in NY will not accept my Florida or PA licenses that were issued within the five year requirement, and could give a shit less if your NY Licenses was issued within that same period.
The FFL’s license/account numbers for NYS FFL’s will no longer be active in the NICS system for background checks, from what I’ve been told. That will require calling the NYSP for bgc’s instead of using the NICS system directly.
You're not going to like this, and I didn't believe it, but the local ATF Agent said that wasn't legal, but they don't have the resources to perse the violation... I'm calling bullshit, but will investigate.

Correct me if I'm wrong, but wasn't the initial thread asking about background checks for ammunition purchases? Suddenly, the point of the conversation switched from background checks for ammo versus checks for firearms sales. Two entirely different things.

Never had a denial but my understanding is the buyer must begin the fight at this point. We're a manufacturer so we don't do many.
I dont see how anything would change. Like you said, A 03 is a FFL. Its is a simple transfer from FFL to FFL, there is no 4473 or BGC. In NY a C&R is very limited, long guns only for direct shipping. Handguns still need to be shipped to a 01/07 FFL, the permit process is the same but no 4473 occurs. The days of C&R deals are long over, about the only nice thing about a 03 is there are a lot of pews out there made before 1973 that are eligible.

They won’t care because they buy one box of slugs and a couple .22’s per year. I’m surprised shotgun and .22lr isn’t excluded to appease the Fudds.
Interesting. I had one for I believe 12 years, but have not for 6 or so. I never had an issue having long guns delivered to my house, only problem was pistols had to go through a 01/07 to be put on a permit. It was a FFL to FFL transfer otherwise.
The NYSP Dealer Training .pdf dated 27 July 2023 clearly says "FFL to FFL" no check required. Now I expect they didn't factor 03's into this, but words have meaning, and THEY used them. The owners of the FFL's I associate with say the 03 is nullified according to NY's demand of a NICS Check, which makes no sense as the FFL application asks the same questions as the 4473 and requires renewal every three years... Few if any refuse to accept and ship to a 03 FFL in NY, and thus far no one I've dealt with had any issue taking a copy and whishing me a good day.

Background checks are required to buy a gun and currently the FBI conducts them. However next month, New York State will get involved, tacking on charges for legal gun owners. Starting September 13th, the New York State Police will serve as the middleman between gun owners and the FBI conducting...
Last November, Governor Hochul passed the Concealed Carry Improvement Act. One of the changes made in that act included making background checks go through the State for buying both firearms and, now, also ammunition.
Currently, background checks go through the NICS or National Instant Criminal Background Check System run by the FBI. When the State takes over next month, gun owners will also have to pay a fee for these background checks. That’s an extra $9 for firearms and $2.50 for ammunition.
