My LGS manager insists it is now a felony to go out of NYS to buy ammunition. Does anyone know if this is true? I purchased a new pistol yesterday and had no trouble getting the NICS check ok'd. When he called for the ammunition I was denied. Absurd, isn't it? When I said I will just go to Pennsylvania he said it is against the law to do so.

There is no law that says you need to buy ammo in your home state or NYS and there is no law saying you need a background check to buy ammo except in a few states. If you buy ammo in NYS you need to have a background check done. It’s perfectly legal to buy ammo out of state and in fact I have done so twice since this crap came down. If it was illegal I wouldn’t admit to it here.
I have noticed a pattern of people buy a gun they get denied or delayed for that ammo to go with the gun. I personally think it’s NYS way of implementing a waiting period without passing the law to do so.

I heard they were doing this and glad it’s coming to fruition. It’s about a 4.5 hour ride for me so not easy but doable a couple of times per year. I like that they will have the ship to store option so I know what I’m getting before I go and what it will cost. This is a great idea.

It's not a panacea, but when you read the Law and the process for handling/selling/keeper of Ammunition, a fuck you to the State would be getting your Club to make you (and any others) "keepers of Ammunition" and then you do not have to undergo a BGC to receive ammunition, and ostensibly distribute for use at the Club, or another route is if you plan to vendor at a Gun Show you'll need a Tax ID (temporary or permanent) then fill out the registration Form and now you're exempt...nothing says you have to sell X amount, only that you keep a log of what you DO sell and to whom.
We're not likely to repeal or lord help us "change" (for the better) the Laws under in current climate, but that doesn't mean we should quit of capitulate.

I have no receipts for any ammo I possess........and theoretically might be arrested for its possession for possibly buying it out of state...but that is not law yet.........that is a thorny issue for cops and DA's..........................legally.................

My comment about registering to become a handler sound preposterous until you start to think about it...I'm not pleased at all over going through a third part administered NICS check, but in the grand scheme having already complied with the States requirements for Handguns since 1988, it isn't like I'm off the radar, and with the Ammunition licenses you do not have to undergo the BGC (and fee) to buy what you want, and it's an unsatisfying work around...I didn't register ANY Guns when un_SAFE was passed, in retrospect perhaps I should have listed one or two and then I could have had them instead of divesting of them.
Maybe I'm missing something, or just plain wrong, either way someone will chime in if so.
There's already a FBI/DHS "check" on social media that at least one SCOTUS JustUS has said is completely acceptable.

Just last week a good friend of mine, 22 years in the US Army, bought a rifle, and had no problem passing the NICS check and then get denied when he went to purchase ammunition.
