My guess, total conjecture of course, Tom King and the NYSRPA cried the blues to the NRA saying their membership is dwindling and funds are drying up. The NRA seeing that NYS membership is dwindling as well, said ok, lets pick a case that will be dismissed quick in that lost cause state and cost us the least amount of legal fees, but the firearms owners in NYS will see we're trying to represent them and will send us more money to help their cause.

If they want to eveeven TRY and do something about NYS and handguns, challenge the need for a license to own a handgun, (go after the carry issue later)
Start challenging the need to get a super expensive and in many cases drawn out and difficult license just to be able to 1) rent a handgun at a range (2) hold one at a guns store (say window shoppng while waiting the sometimes 9-13+months for a response on approval or not) (3) buying just to keep at home or shoot at a range.

I haven't seen the details yet, but if this forces a split decision between circuits it could send the shall issue vs. may issue permitting systems to the Supreme Court. That's a good thing.
Hopefully they got good lawyers this time and not just dopey flacks working under a big name like they did with their Unsafe Law change.
