In accordance with Article 4, Section 4.6.3 ot the current By-Laws of S.C.O.P.E., Inc., the Central New York Chapter conducted the required annual elections for Chapter officers.
As early as December 2017, both the Secretary (Ed Payment) and Treasurer (Jim Racquet), had made their intentions know that they would NOT seek to serve past their current terms. I had also made it plain that I would not seek to continue on as a Chapter officer, in any capacity. Announcements for nominations were made in January and February 2018.
At the Chapter meeting on 20 March 2018, election for Chapter officers were announced and nominees called for. NONE were forthcoming, not for Chairman, Secretary or Treasurer.
There was much discussion concerning the direction and actions S.C.O.P.E., Inc. has taken, under the current (and likely to remain so), Chairman of the Board, President and many Chapter and At-large Directors. The elections results at the 2018 Annual Membership and BoD Meeting leaves little doubt that the direction that S.C.O.P.E. has been taking leaves little doubt that the "leadership" and direction of the organization will not be changing.
Those in attendance at the CNY Chapter meeting on 20 March 2018, agreed, having twice previously taken a unanimous vote of "No Confidence" in the S.C.O.P.E. leadership (State Board of Directors; Tim Andrews and Don Hey)
That, due to:
- lack of all faith in and respect for the majority of S.C.O.P.E., Inc. State leadership;
- lack of financial common sense, most recently shown by the majority of the SBoD's acceptance of a deficit budget and continued calls for funding additional and on-going projects, without a clear plan for how funding will be generated;
- the continued lack of transparency with the General Membership;
- the lack of coordination between Committees, the CoB, President, Secretary and most importantly, the Treasurer;
- the move to changing the organization whose power and control lies in the "grassroots" General Membership, to one that is a "top-down" driven one, with heavy handed micromanagement;
- highly questionable actions on the part of the Chairman of the BoD (unilateral endorsement of a political candidate in S.C.O.P.E.'s name), and certain members of the BoD (who instituted a lawsuit, in S.C.O.P.E.'s name), against other members of the organization, without the authority and consent of the full Board of Directors, and the termination of dissenting, long time Chairmen and members with long and dedicated service to S.C.O.P.E.;
it was determined that the Member of the Central New York Chapter of S.C.O.P.E. can no longer abide with, tolerate or support the current State Organization. As such, the following motions were made -
- That, with the consent of those currently serving in the Chapter's leadership positions, that they continue to serve in said positions, until midnight, 1 May 2018.
Bill Ratschki accepted to continue as Chapter Chairman
Ed Payment accepted to continue as Chapter Secretary
Jim Racquet accepted to continue as Chapter Treasurer
- Resolved, That effective as of midnight, 1 May 2018, that the Central New York Chapter of S.C.O.P.E. is disbanded and dissolved.
The above motions (and others), were proposed, seconded and unanimously carried as approved.
Request that a Point of Contact (POC), be designated by the SBoD, so that coordination can be made to turn over any materials and regalia, which S.C.O.P.E., Inc. may have further use for.
We wish the best to the individual Chapters, who have worked so hard in furthering the cause in support of the Second Amendment.
