You will pull your hair out loading handgun ammo with a hand press. I run a progressive press and it is hardly worth my while with ammo prices the way they are now. The main benefit of reloading now is so I can customize my loads/ammo. Your best bet would be to ignore the 200 round limit and buy out of town or find someone in Westchester to accept ammo shipments for you.

Lol, I have powder in the closet. I have powder under the bed. I have powder in the basement on my bench. The only thing you don't want to do is store it in a strong box, like a gun safe. Confining it like that will turn it into a bomb if there's a fire. As mentioned already, keep it in the original bottle with the top tight. After that, containers like cabinets are okay as long as they have a free door or very light construction.
Most people don't see a lot of price advantage by reloading. But, most shooters aren't stuck in NYC where the regulation has artificially pushed ammo prices through the roof.
That explosives permit might be stumbling block though. Should've known the tyrants would have that avenue choked off too.

Although I still own this I don't use it anymore for reloading. As the addiction grew I kept upgrading and now have a progressive press. I couldn't tell you how long it would take me to make 50 rounds it's been so long but not very long or I probably wouldn't have stuck with it. Cleaning the brass is a consideration if you decide to keep reloading. So I guess for now I would say buy a bag of 100 or so new brass or even good once fired. That way again, you can see if you want to stay with it. Then you'll start thinking about cleaning brass.
As far as cost or better. If done right you can end up with less expensive AND better quality ammo than factory. Some calibers won't save you money at all but the quality can always beat factory. Some you will save a ton of money. For instance my 50AE reloads can't be beat with factory IMO. Way cheaper and better quality control. Same with 300BLK subsonics. All that said... rifle rounds is where reloading really starts to shine.

There was a debate on the Canadian forum if the 200+ round limit applied to business in the commercial sale of ammunition or to individuals, the NYFD code implies that over 200 rounds of ammo in businesses requires a permit, but another section contradicted this. I would just ignore it, buy as you wish outside of the 5 boroughs or start reloading.

The real question with the 200 round limit is what is the penalty ? If it's something like a $500 fine, then just say screw it.
If it's not too bad, the chances of getting caught are pretty low, its probably worth the risk.

Not that it matters now since shelves are empty, but if I needed a "SHIT TON" of ammo... I'd be thinking day trip to the Hamburg, PA Cabela's... Just Stock up... I lived in the city for years and that's what I did... 200 rds...? Yeah right...! Try 1000 in each of 7 different calibers... I'd buy 500 rd Boxes of 9mmFMJ Winchester 115g for $119. You could also try any Wal-Mart NOT in the 5 boroughs or Nassau... Dick's Sporting Goods also sells ammo in stores North of the Bronx line. Better yet, move upstate and have it shipped right to your house.
