You do have to be 21, not 18 for it though I believe.

You are right,,,,young neighbor tried to buy one at 19,,,,LGS said no

He could buy a complete AR rifle but not a Lower

Makes sense. At 18, you could potentially build a pistol out of that lower without a pistol permit, where as at 21 you could still potentially build a pistol out of it without a pistol permit....but at least you'd be old enough to apply for your permit. Ucking dumb.
