You can put on a spur or a thordson stock and remove those with tools. There is no letter that says you can't. Why would a fixed mag be any different? I use epoxy with mine but I am not sure how many people epoxy the grip screw of the spur or thordson?

The law doesn't say the ability to accept features like grips, stocks, ect. It say the ability to accept a detachable magazine.
What ability means it's the question. If it can be removed with tools, it still has the ability to accept another magazine according to the english language.
So if it can accept a detachable magazine can it have installed a pistol grip? Or a collapsible stock? Or a Muzzle device with threaded barrel?

If it can accept a detachable magazine and is semi automatic, it cannot have any features. A legal example is a Mini 14 Ranch.
So what are all those featureless AR's with the spur? Thordson stocks? barrels with no bayonet lug and threads?

But you can remove the spur or thordson with a wrench? And put a stock and pistol grip back on. Then it would be non compliant

As far as features go, you either have them or you don't. Not so with the "ABILITY TO ACCEPT" a detachable magazine.
So your argument is that if your semi auto can't accept a fixed mag because it has a fixed mag in place with epoxy and fixed mag release then that is not acceptable because if you use tools and remove that then it still has the ability to accept a detachable magazine. Correct? And that is different than a rifle without features even though you use a tool and install the banned features?

A pistol grip.

It either HAS the banned feature or it doesn't. With the magazine however, it says ABILITY TO ACCEPT.
You do know that no one thinks like you or agrees with you? Just saying. Not even the NYS judges agree with you. Hence why fixed mags with epoxy are allowed along with featureless AR's with detachable magazines. So according to you all the people who own them, all the gun shops that sell them and all the judges allow them are potentially breaking the law. You know the judges didn't make the laws. They just interpret them

It's because the law was a goof up as written. Just like the concealed carry law that doesn't allow you to open carry while hunting or taking a course. It even says that armed guards must carry concealed.
Those open carry laws aren't enforced just like the epoxy nonsense because of how poorly written the law is. But because they aren't enforced, it doesn't mean the law isn't there.
I'll only take time before someone does. Look at NYC. They take the word "Gravity Knife" literal and enforce it by arresting anyone with a folder knife even though it wasn't intended that way but it was written that way and the courts go along with it.

People keep saying "ask a lawyer", but it's not like they have any better answer. I am sure I could find a lawyer who agrees with me, and I'm sure Will could find one who agrees with him.
Most lawyers advice will be to not come within a 100 miles of SAFE, they'll tell you to stick with a bolt action and you'll probably be OK.
Asking a lawyer gets you one thing, the ability to argue that you reasonably believed whatever they told you. That only helps if you think you can't demonstrate that you believed whatever position you actually hold on the matter.

Your literal interpretation means any rifle with any mag inserted is good to go. It doesn't have the ability to accept anything until you remove the existing one.

In the same respect LEOs can not destroy a part of the rifle to make it into what they consider a Safe Act violation. Tampering with evidence comes to mind.
