Yes.

There are actually more rifles out there skirting the 26" than there are the 16" barrel.

And it's much easier for someone to unknowingly shorten the stock too much than to cut down a barrel.

That website is giving the most wrong uninformed information I have seen in a long time. AR pistols are legal same as any other fixed magazine pistol.

First AR pistols are legal in in NY have been for years. I currently have one on my permit and have had it on permits with 3 different counties(Niagara, Monroe, and Erie).

The uppers don't get listed but a back around safe act time the state cracked down and said putting "multi" for a caliber was no longer acceptable. Told counties a caliber must be listed. The solution per most counties was that you should list all the calibers for which you have or plan to have an upper.

Then during covid the state or possibly Monroe county started interpreting an AR lower by itself to not be a pistol. A completed AR pistols was acceptable but you could no longer add a lower and build it out after. Many blue controlled counties have jumped on this since though from what I have seen not all counties hold to this. As an aside when I asked Monroe county at the time about adding a caliber they told me they wanted a purchase receipt for the upper to add it and expected an FFL to hold the upper until the caliber was added.

Given what I have seen so far its my belief that the state is trying to look for a ways to further make it harder or impossible to have an AR pistol.

Well if it’s not a pistol and it’s not a rifle then it’s an other and they are banned so I’m not sure I want the state looking at that. Maybe that’s their plan and where this is headed.

Well nys law does not define what a pistol is. So how can you say something that meets the federal definition of a pistol is somehow not a pistol, unless you define what a pistol is. Like if nys wanted to make flamethrowers illegal, they would have to pass a law defining what a flame thrower is and stating that what they defined is now illegal

The cylinder in a revolver can be removed. Quite easily, in many models. Does a DA revolver therefore become a semi-auto with a removable magazine outside of the grip in your sage opinion?

Once for having the mag attach outside the grip.

He’s saying that AR pistols with mag locks still have removable mags. I asked him if he thinks a revolver cylinder counts as a removable mag since it can be disassembled, hinting further that a double action revolver = one shot with one trigger pull, no other action required by the shooter. I fully know and understand that SA and DA revolvers are not semi-automatics.

They'd loose their mind if they knew what I know about caliber conversions...or other things they don't want serfs to know.
When I amended my Licenses to reflect a MSR "Pistol" Lower I didn't list a caliber because at that point it was simply a new lower receiver....They told me "just let us know what caliber you make it into"....OK, sure I'll get right on it.

WORDS, especially those written into Law have specific meaning, and the capricious and arbitrary use, or rather bastardization of them is the road to tyranny. As pointed out, the "mini-gun" doesn't rely on the black and white definitions yet is (unless a crafty shyster can make a case of it) a "Machinegun" that said, if you can figure a way around the ownership restrictions, please add me to your waiting list for one!
