It is a machine-gun, full auto is sufficient for that, but one that wasn't full auto would not be a semi-auto.WORDS, especially those written into Law have specific meaning, and the capricious and arbitrary use, or rather bastardization of them is the road to tyranny. As pointed out, the "mini-gun" doesn't rely on the black and white definitions yet is (unless a crafty shyster can make a case of it) a "Machinegun" that said, if you can figure a way around the ownership restrictions, please add me to your waiting list for one!
Just like a fully automatic shotgun is a machine-gun, but a semiautomatic one isn't a rifle.
Imagine some contraption that uses a clock spring in a drum mag to cycle the action. It could have all the features in NY because it's not semiautomatic.
As for how to legally own one in NY, if you can afford the gun, or the ammo, that paperwork is the easy part.
You just need an appropriate FFL and SOT and you're all set.
