On December 19, 2019, at 11:50 PM, an Arizona State Trooper was on patrol in the area of Rural Road just south of the Loop 202 in Tempe. 491 Video shows violent encounter between trooper and man

A trooper with the Arizona Department of Safety was being attacked by a suspect and feared for his life when he fired his weapon, killing the suspect. The violent confrontation was captured on the trooper's dash camera.

The incident started shortly before midnight near Scottsdale Road just south of the Loop 202 Freeway.

At a Friday afternoon news conference, DPS Director Col. Frank Milstead said Trooper Hugh Grant had been driving on a DUI holiday task force (with a citizen observer in his car).

While patrolling the area, the trooper observed a subject knock a street sign into the roadway. Utilizing his speaker, the trooper asked the subject to pick up the street sign.

The subject refused and proceeded to walk down the middle of Rural Road.

it seems to me that the officer was completely out of shape. He let up, like he was tired, and them got head butted. Thats what put him down and got himself in trouble.

Too many, once out of the academy do nothing to keep their skills in tuned.

As for his baton, I believe that I can see one on his belt, why he did not deploy it? I do not know. He allowed the bad guy to stay in his space to long. He could have done much more, but he did NOT use the training that he more than likely received. A boot to the knee would have slowed this asshole down. A thumb to the eye also would have worked. A kick to his dick and balls would have dropped him (my favorite).

Shotting him did all concerned a great bit of justice. A Judge would have been very lenient.

Maybe there should be specially trained and equipped people who deal with them and the police just contain the situation until they get there.

It's essentially a medical problem first and law enforcement second (or not at all).

If someone's having a heart attack, cops will do what they can till the paramedics arrive, they won't try to take care of everything and drop the guy at the hospital themselves.

Maybe it should be like that with EDPs too.

Most depts have special units for handling EDP's.NYPD has ESU. I've seen them "body bag" many a nut job over the years,they are good at it.

My brother was put in the hospital with his uniform melted onto his skin when he ran into a burning building and carried people out before the fd got there . My sister had resistated someone who was unconscious from a heart attack that man is still alive because she knew what to do. This is just from my family. Cops need to be ready for almost anything. Its not an easy job and police need to always be training.

Unfortunately police dont keep up with training. The basics they get in the academy arnt enough and useless if not maintaned .
The place where I learned jujitsu and kenpo was run by a retired cop, any cop who wanted to could come there and train for free. There wasn't alot of them either but I trained along side them , some where good and some were not.
Police need to train even just an hour a week .That whole fight was a jujitsu guys wet dream .

I agree with your basic premise.

Even joe average citizens should be able to do basic first aid and CPR, etc until properly trained and equipped professionals get there.

My point is that in many of these cases the cops *aren't* the properly trained and equipped professionals yet we treat them as if they are.

As for him being out of shape or out of practice, I am going to guess the officer was 10 to 15 years senior to his assailant. I thought he did okay for the average officer. Sometimes you are just outgunned by your opponent (pun intended) and I imagine that was the case here first physically in favor of the dirtbag then tactically in favor of the officer. Remember this guy took a T.A.S.E.R. hit and I think I heard it zapping him again one maybe two more times as they fought (although that could have been any noise causing interference). My guess is he was hyped up on something even if only his own psycho juices. I fought guys like that, hand to hand, when still working as an LEO; to this day I am amazed I walked away okay or almost okay each time - one time at least five of them were beating me and I walked away with relatively minor injuries. Lucky for me, I never killed or even shot one of them; almost once or twice but again lucky it did not come to that. had this officer been in better shape he may not have had to shoot the guy but that is most definitely not a given. I have seen macho, muscleman type LEOs who have had the shit kicked out of them by a smaller, obviously weaker guy who was hopped up on whatever or just plain psycho and those officers supposedly knew how to fight. Don't fault this officer too much for anything like not knowing how to fight or not being in the greatest of shape - he won. As I see it, there is only one guy with any fault here - the guy the officer put down and that he had to put him down was caused by only one guy - the dirtbag.

Well, it was most definitely possible for the officer not to deal with this guy; however, he did the right thing. It would have been both unethical and morally repugnant for him to allow this guy to walk down the middle of the road causing danger both to himself and being a driving hazard causing danger to others.

If this case, yes.

I don't thing this officer did anything wrong, other than maybe not calling for backup as soon as he decided this guy needed to be arrested, and not being able to kick his ass better. Although they said "rural area" so maybe backup wouldn't have been coming in time to help anyway, and he knew it.

I do wish the real world "civilian" and police deadly force justification were more closely aligned though.

You can't see on the video, but it sounds like this guy probably didn't have a choice and should be cleared. A "civilian" in the same circumstances would have gotten the Zimmerman treatment at least.

Because SHE was an observer and most likely told to stay in the car no matter what.
My first thoughts where the cop seemed to rely on the Taser to much and when it failed to stop him didn't really know what to do.

Law enforcement many times is first on scene for incidents involving edp’s. Sometimes because they get to the scene faster and sometimes because ems and fire have to wait for a police agency to declare the scene safe. If an edp is an immediate threat to someone’s safety, waiting for someone more qualified isn’t always an answer. I’ve had some experiences with edp’s. Sometimes they go straight to confrontation and violence and leave you no other options. Others just tell you what a piece of shit they think you are.

The problem isn’t specifically leo but among first responders in general. All first responders are expected to be trained to deal with a variety of problems. Edp’s are just one part of that. And the mental healthcare in this country is pathetic. Instead of trained mental health professionals dealing with these people, first responders, medical staff and prisons do. I’ve seen people with obvious problems get transported into a hospital and are out in less than 24 hours because nothing was physically wrong with them.
