Eventually we'll need to be registered to own any of these, so we'd have a card that is checked when purchase of a gun or ammo is made, and tied to that card is information like your current insurance. If things really work out great, it could even automatically flag people who's insurance lapses, knowing that they have made at least one gun or ammo purchase since enactment of the sister law precluding the legality of disposing of their gun without registering its disposal, thus confidence is high that the person has a gun.
He may not, as some of these are dubious at best. The safe storage law seems patently indefensible and if it goes to SCOTUS would be struck down. Similarly, the requirement that any lawful firearm in the home be disassembled or bound by a trigger lock makes it impossible for citizens to use arms for the core lawful purpose of self-defense and is hence unconstitutional.
States are simply ignoring the SCOTUS wholesale. But if this makes it back there, cuomo won't want a law he supported smacked down by scotus.
