No, it was because the Soviet Union dissolved and everyone went their separate ways. Nobody needed to agree with anything. The agreement that was made was for Russia to respect their sovereignty if they gave up the Soviet nuclear weapons that were stationed on Ukrainian soil. Pretty sure the Ukrainians are really regretting trusting the Russians for that one.

Ukraine will be a NATO member within 5 years.
What will become of Russia for their tantrum remains to be seen. Will they follow Putin to oblivion, or will he take a long walk out a high window and they may survive.
