Does eliminate class 3 registration, and past records, but requires 4473/NICS check and a A MFG SERIAL NUMBER on the device for the NICS check.
Home made are not apparently going to be legal.

Plus there's no NICS if it doesn't go through a dealer, so no need for one for that, anymore than any other 80%.
Hmm, that brings up the possibility of 80% suppressors..... "here's a bag of K-baffles and the end caps, you just need to drill them out for the caliber you choose, and supply some EMT conduit..."
Even if we won a court ruling to allow suppressors, NY would come up with another way to make them unattainable, even if technically legal.

Five rounds of 7-08 caught the attention of two of my good local friends who enjoyed my less than fine deer dressing skills, they fed me fresh beer, helped load it into my atv too. This would've never been possible with a suppressed rifle. The moral of the story is loud guns = help and cold beer.If a suppressed round falls in the forest, and no one hears it, did it really happen?

This is not Europe where it has to be in the law to be legal. It has to be prohibited by law to make it illegal. Omit something in the law and it is legal until the law is changed. 80% frames/ receivers without serial numbers are not illegal to own or manufacture (Federal, In states like NY and CA they are) into guns and making a gun from a block of metal is not illegal either. It's perfectly legal to make homemade suppressors, and has been forever.Tell me that NYS does not monitor the sale of LPK's into NYS..........

Suppressors can be made at home from virgin parts..........a tax stamp has to be applied for and granted by the ATF first, and a serial number applied that is ATF approved...........few do it..........
