So LGS have stated that this new bill makes it illegal to sell stripped lower receivers. Does this take effect ON or after July 6th?

If memory serves, the law was not write correctly and lowers are not illegal. There is a video or article around that explains.

I believe your FFL is discussing 80% lowers since stripped lowers are serialized. The major challenge from this bill is making once potentially legal "others" (AR-15ish or shockwaveish) non-compliant.
There is inadequate detail where the bill could criminalize the likes of potatoe guns, can launchers, muzzle loaders and nail guns but they refused to address this in committee and talked their way around it.

The LGS was adamant that the bill included stripped serialized lower receivers and they would not sell them beyond July 6th. So I was hoping someone with a legal background could shed some light and or clarify if there is any merit to what I was told.

Aero M4E1s and M5 in all finishes have been moving quickly and inventory moves in and out before you know it. It is a great choice.
Don't get your heart set on finding a special limited edition run and your life may get easier.
Civil Armory in Pleasant Valley would be my first choice and they are a dealer
Collectors in Hopewell is a dealer also

A few times while I was in there this year they were doing 4473s for Aero lowers. I don't know if they were sales or on-line transfers but it's a good crew

LGS make up all sorts of rules that don't actually exist.

It should be overturned just on the basis that that turns the whole foundation of the theory of government in the US on its head.
Everything is legal until it is prohibited. Any law that tries to invert that is invalid on it's face.

I'll stop in one next week and talk with an owner who knows me. I'll update the thread.
Already heard favorable information from politicians, bureaucrats, a lawyer, and NYSP so I am not sure why there is reluctance, ... I'm starting to guess (no evidence just know some of the players) there have been some threats or fears of legal consequences from some who are either 1) ill informed or more likely 2) taking advantage of the intentional confusion.
I was told this and a few other points were recognized before passage ... but the "committee" thought additional clarification or word-smithing was not needed to reflect their intent ( in this case serialized NYS major part " receivers" could be legally processed when checking the federal 4473 "other" box as always.)
We shall see.

We would rather have to backpedal like this than be shut down for selling something we weren't supposed to. Shout-out to all of the people that called our bluff and helped us through the wording of the extremely and intentionally vague law that we accidentally over-interpreted. If you have a lower here, we will transfer it to you like normal, and we will be re-stocking our supply of stripped lower receivers!
