So LGS have stated that this new bill makes it illegal to sell stripped lower receivers. Does this take effect ON or after July 6th?
The LGS was adamant that the bill included stripped serialized lower receivers and they would not sell them beyond July 6th. So I was hoping someone with a legal background could shed some light and or clarify if there is any merit to what I was told.I believe your FFL is discussing 80% lowers since stripped lowers are serialized. The major challenge from this bill is making once potentially legal "others" (AR-15ish or shockwaveish) non-compliant.
There is inadequate detail where the bill could criminalize the likes of potatoe guns, can launchers, muzzle loaders and nail guns but they refused to address this in committee and talked their way around it.

Brought this over from another thread for convenience. I saw a number of internet posts with the same conclusion and my posts were similarly supported with conversations I had with bureaucrats, political bandits and non billing legal authorities.

According to a number of elected Albany politicians, bureaucrats involved with the vindictive bill, NYSP staff, and lawyers the Firing Pin's opinion here is incorrect about serialized lower receivers. Due to Senate Bill S9456, as of July 6th, 2022 we will no longer be selling or transferring stripped/complete lower receivers, Mossberg Shockwaves, Remington TAC14s, and similar firearms. If you ship one of these to us for transfer after this date, you will be charged a transfer and shipping fee and your items will be sent back.
We are doing our best to keep up with these brutal laws. We appreciate your patience and understanding as we try to stay afloat through the onslaught of infringements from Hochul.

AR-15ish "others" (they had feature sets that were not NYS SAFE compliant) and Shockwaveish "others" are a different story and a target of the legislation.

After MUCH review and counsel from multiple different people inside and outside the industry, including NYSP, we admit that we were (luckily) WRONG about stripped lowers this week.
We would rather have to backpedal like this than be shut down for selling something we weren't supposed to. Shout-out to all of the people that called our bluff and helped us through the wording of the extremely and intentionally vague law that we accidentally over-interpreted. If you have a lower here, we will transfer it to you like normal, and we will be re-stocking our supply of stripped lower receivers!
