How do you know that? As in 100% for certain, no question of a doubt know that.

That's also quite a stretch. I doubt anyone committing a crime thought to themselves, "I really wasn't going to steal that car, but Mikey B. is going to pay for me to get my voting rights back so fuck it, let's do this thing!".

This is within public knowledge. What's in the mind of any particular criminal is irrelevant, since this is about what Bloomberg & Co. does. He is getting away with a lot of illegal activities, because he is a fucking billionaire and can get people to spin it as acts of philanthropy.
