Can the state decide to finish/ construct a wall or does it have to come from Federal Govt as its a counry boarder...........heck..the states should pick it and finish the damn walls in their respective borders...granted where would the money come from but just wondering if they can do that...

Well if you have a contract there's expected profits from the contract. The govt just can't "cancel" it... There are legalities involved! So yes, they will have to pay them off, to actually NOT do work! Simply amazing. Plus the steel was all U.S. sourced, so it's not just the builder, but the supply chain, design/engineering, etc., etc ... All in all, the Gov't won't save much $, but that's not their point!
So now we will regress to a form of Gov't, that will step in at each turn, and undo what has been done before, rather than do better, elevate our station! Combine that with the current contemporary Progressivism to bring to top down, rather than the bottom up... We are in good shape to compete with Siri Lanka soon...

The average marksman can be trained to reliably take down human sized targets at 400 meters. We will pretend that its a perfect flat desert the whole length of the border (which it is far from) and double that distance for a lane. 800meters is just about a half mile of coverage. Taking the 2000 mile border into consideration that means we need 4000 guards, as well as uniforms, spotting scopes, coms, weapons and other gear. That's great but now we realize that they cant work 24/7 so with shifts, weekends, attrition, PTO, etc we are now at 18000 guards. Government employees so they will have a decent pay and super benefits as well as a pension.
These guards cant really be expected to sit in the dirt all day so we build them 4000 elevated huts, that shouldn't cost too much. Now we realize there is no way to get the guards to the huts. There are some roads but they are all unimproved. The best way to get 4000 people changed out every 8 hours is buses, 60 at a time. We now need a fleet of buses with drivers and paved roads for them to drive on. Buses and roads require maintenance.... I'll stop there.
Just write a check, we still have plenty of them! After all we spent our way out of trouble with obama remember?
A fence. A fence that I don't want because it's ineffective. A fence I have to have because of building codes. A waste of money fence.
How many would it take? As many as needed. The cost is worth it. I'm guessing it would cost less than 15 million illegals do and it would be more effective than a wall.

Seem to have worked pretty well in DC a few weeks ago.

The idea behind the in-ground fencing is for kids, not criminals. 3 yr olds can't read your no trespassing signs.
Which is why we should man up the border.
