I think we would need a Electoral College in NYS first to balance out NYC .. then would we could have a chance

Not just a NY Electoral College. We need the state senate divided equally for each county and assembly proportionally by population like the constitutional model. Could you imagine what gerrymandering would look like on a federal level? Lets treat each county how we treat each state. I'm in Sullivan County, so that would probably be like Alabama or Mississippi.

There is absolutely no way NY would give up it’s massive amount of Democratic electoral votes so that the new state can vote Republican. Absolutely no way. It’s a pipe dream.
