Well Reese did write it almost 40 years ago. I think the idealistic understanding many had at that time has been altered with the advent of the internet. For the better...for the worse? It's a mixed bag.
The conclusion is sound in premise even if it hasn't been in practice and I think that's kind of the point or at least can be inferred that way today.
At some point in our history we were closest to that ideal but the powers and responsibilities they held have long been ceded over to other actors.
That is, unless you are alluding to the notion that we have never been independent in the truest sense and that even our Revolution was really the consolidation of the individual Colonial State Charters into a national charter in which we surreptitiously serve the Royal Crown, (not to mention the consortium of European bankers), even now. In that case we should be dropping bombs on London. But that's another rabbit hole.

As with the Jan 6th posted videos, I watched these videos of protestors without any interference of a media narrative. A couple of things are worth noting.
1) At no time did the Capital police hold open doors and direct protestors in
2) No clearly unarmed person was shot by a scared Capital police officer
3) No single or group of agitators could be found in any of the videos I saw. Unlike the Jan 6th videos.
4) Arrests happen immediately when the crowd would not stay in place.
Now, some will say that this was the result of a new policy but it is in fact not. The head of the Capital police on Jan 6th gave damning testimony before congress that everyone needs to listen to.
