This decision is a lose lose situation between the lesser of two evils. There is no good / right answer. Open up and people may (will) die. Don't open and the economy will fail even further. No matter what happens, he'll still be blamed for the bad with any good pushed to the back burner.
Still, intelligent people will realize their Governor is responsible.
For better or worse.

Several days ago Trump was saying the president had "total control" over this.
Some of us do retain a short term memory.
Yes, there is no contridition.
Trump HAS Total Control, but he wisely chooses to, instead, delegate that control.
That's what Managers do.

The hard one is indeed when to open it up, because the longer it's shut the more the economy goes to hell, and the earlier it's opened up the more people inevitably die (because some will whenever we open up). Not a decision I'd want to make. This wasn't in trump's hands, but I don't think he wants it--let cuomo, etc take the heat. There won't be a good way out of it most likely.

As President Trump did not assume Total Control, but wisely delegated the authority to reopen the country to local Governors, I'm not going to waste my time researching a point which now is moot.
A) It's your point. Just wanted clarification.
B) He didn't delegate shit. The constitution did in fact delegate that.

The president does not have Total control that is the whole idea behind the system with check and balances.
The prez defenetly has a lot of powers to respond to invasions, attacks on American soil or abroad, emergency situations and all related national security but domestically he cannot even order to deploy troops w/o the consent of the governors that is what the national guard is for.
State of emergency is not the same as the state of war and even in those it limits the powers and state laws and constitution still stand.
The big problem right now is that NOBODY really knows what is best. It is a bet and as such is going to create a lot of political debate.
So based on response and vision all current leaders all over the planet SUCK w/o exception.
All this political BS should be put aside and give the controls to doctors and epidemiologists.

When he said he has "total control", i took that to mean as it relates to the pandemic, not total control over everything. He declared a national emegency under the Stafford act and the National Emergency Act.
National Emergencies Act
The National Emergencies Act is a United States federal law passed to end all previous national emergencies and to formalize the emergency powers of the President. The Act empowers the President to activate special powers during a crisis but imposes certain procedural formalities when invoking such powers. The perceived need for the law arose from the scope and number of laws granting special powers to the executive in times of national emergency. Congress can terminate an emergency declaration with a joint resolution signed into law. Powers available under this Act are limited to the 136 emergency powers Congress has defined by law. The legislation was signed by President Gerald Ford on September 14, 1976. As of March 2020, 60 national emergencies have been declared, more than 30 of which remain in effect.
So, in short, I dont see him trying to be a dictator or a tyrant in this regard, i see him putting state tyrants in their place. Ultimately, it makes political sense to delegate opening of states to each governor.
