This decision is a lose lose situation between the lesser of two evils. There is no good / right answer. Open up and people may (will) die. Don't open and the economy will fail even further. No matter what happens, he'll still be blamed for the bad with any good pushed to the back burner.
Still, intelligent people will realize their Governor is responsible.

When he said he has "total control", i took that to mean as it relates to the pandemic, not total control over everything. He declared a national emegency under the Stafford act and the National Emergency Act.The president does not have Total control that is the whole idea behind the system with check and balances.
The prez defenetly has a lot of powers to respond to invasions, attacks on American soil or abroad, emergency situations and all related national security but domestically he cannot even order to deploy troops w/o the consent of the governors that is what the national guard is for.
State of emergency is not the same as the state of war and even in those it limits the powers and state laws and constitution still stand.
The big problem right now is that NOBODY really knows what is best. It is a bet and as such is going to create a lot of political debate.
in this regard, i see him putting state tyrants in their place.
