Building an AR15 with fixed mag and a featureless AR 9mm

I am thinking of buying a regular AR15, a magazine lock, and a 10 round magazine to make the AR15 NY compliant one. But the online seller told me that they couldn't ship non-NY compliant AR15 to my local dealer. So, what should I do? Isn't it the owner's responsibility to make the AR15 NY compliant one?

Building is not your only option. You can buy a NY unSAFE compliant rifle from most dealers. They will have fixed mags if you want features or featureless if you want to retain a detachable mag.

What is purpose of rifle? Plinking, targets, competition, etc?

There are a lot of online sellers that will not ship a non-complaint AR15 to NY because they don't want to deal with our strict gun laws.
Additionally, a NY FFL will not transfer a regular/non-compliant AR15 to you (civilian) because it is illegal per NYsafeact.
It doesn't matter if you brought the parts to make it compliant or you promise to make it compliant. A NY FFL will not "transfer a non-compliant AR15" to you (unless you have the creds.)
What should you do? build one or buy a NY compliant rilfe.

If you have your mind set on a specific make/model - there are out of state gunsmiths that you can ship to for NY SAFE compliance work.

An FFL may absolutely receive a non-compliant rifle from another FFL. They only have to make it compliant before transfer to you. Your local FFL has all kinds of things in it that are "illegal" for you that are sold to LE. An FFL is exempt from the laws.

To add: I know for a fact my rifle was shipped from Bushmaster to my FFL as a full functioning rifle complete with 30 round magazine. The FFL made it compliant by attaching a 10 round magazine with a mag lock device before it was transferred to me.

You could buy are ar15 online have it shipped to your dealer and they can make it compliant before transferring it to you. Just make sure to talk to dealer before buying and shipping.

They can be shipped in their native form to an FFL dealer in NY and modified to be legal prior to transfer. But that's up the discretion of the seller as well as the FFL recipient. Many of them don't want to be bothered with NY's draconian laws.

You can find plenty of complete NY Fugly rifles for sale, or you can build. Building is a lot more fun and you get what you want the first time, instead of wasting a bunch of cash and having useless spare parts laying all around.

What's so special about what you're ordering? If not much, then just have your FFL place an order for you. They can order direct from manufacturers and distributors. Then there is no hassle. It will be shipped to them no questions asked. Then all they have to do it fix a 10rd mag and you're good.

^ unless they don't do that kind of work. My first FFL guy would. The one I use now won't. All he does is transfers, so he would get the non compliant rifle and ask me what the hell I want him to do with it now, since he couldn't transfer it to me. So like Chev said. Get the ok from seller AND FFL first.

Maybe a sticky thread "NY compliance questions" though I'm sure it would devolve into bickering over the definition of undefined terms like "permanent" and "conspicuously".

I will say for my part I have tried to dial back my knee jerk "this is a reporter/cop/troll" reaction to these because I'd very much like to reach that 10 out of a thousand that legitimately want to join our ranks as NY firearms owners.

Just popping in to express my thanks at you guys sparing me that judgement in my “featureless AR“ thread, haha.

I am already a proud NY firearms owner, but I do still have the occasional newb question, and I appreciate all of your patience with me.

Pinning a magazine in autoloader is absurd. Get an autloading version with the proper detachabe magazine or get a bolt action that is going to be faster than a fix mag autoloader and more accurate anyway.

I agree. The most important part of a firearm is the mechanics. Features are secondary. When you sacrifice mechanics for features, you just hamstrung yourself more than what the law intended you to be hamstrung.

The only reason I can see ever using a fixed mag is for a gun built that I will not shoot. For example. If I want to build an M16A1 clone for nostalgia purposes. That would be pretty silly to build with a cut off grip.
