The judge even mentioned a case of a woman winning a fight against an attacker because she had more than 10 rounds and how 2 other women did not because they only had 10 rounds.

If the state appeals to 9th circuit, and they win, then the plaintiff would have to appeal to SCOTUS. I fear there's little likelihood that SCOTUS will hear the case. So, this victory may be fleeting.

Sadly i agree with you, a higher court will rule its not for lower courts to determine level of scrutiny and that the supreme court never offered guidance on scrutiny for magazines.
