The main problem: The guy was a "prohibited person" due to prior felonies. He shouldn't have and anything, under the law. As for what he actually had....pffft...so what?

California Armed Prohibited Persons System (APPS) list: People who had previously registered firearms but are now on a prohibited persons list. So...if they never registered anything in the first place, they'd be fine. They guy arrested in the video clip probably legally purchased his firearms (and maybe modified them to remove a bullet button), initially, but failed to surrender them once he became a prohibited person.
