Can I finish an 80% handgun out-of-state and never bring it into New York?

I live in NYC and would like to keep a handgun in Pennsylvania and Florida as I spend a lot of time between them. I've read over Beach vs. Kelly which states that NYC residence permitted handguns may not be removed from the city and only kept at one's residence. I've read over the GCA and I see that it prevents an FFL from transferring me a handgun outside of the state and also prevents bringing a handgun acquired outside of the state of ones residence back into the state.

Am I correct in believing that I'm legally able to build a 1911 or Glock from an 80% kit and store it in PA or New Jersey? I'm wondering if this breaks the GCA in any way or any state laws.

Well I don't own property or rent anything in PA or FL, only stay at my family's place in PA and get sent to FL for work. Does that qualify as residence for purchasing handguns out of state even if I have a New York license?

Not sure I know in certain states if you spend a portion of time living in there your required to get state New drivers license and new vehicle registration

Why not get a Floridian pistol permit then you can keep it there with some one else that has a permit.

PA you won’t get a concealed carry so I think you’d have to do New Hampshire or another place that has reciprocity.

As for the legality and how NYS or NYC would feel About it I have no clue. Your best to call a lawyer to be sure.

I'm taking a Florida course soon and already have my NH Pistol License. I've spoken to a storage facility in New Jersey who is able to keep handguns there without being an NJ resident too. In terms of NYS/NYC, I don't see how they could have jurisdiction.

I'm mainly wondering about the federal implications at play with the GCA.

That's federal law. A Texan can't go to Florida and buy a handgun with a Florida CCW. I mean he can but it has to be shipped to Texas.

PA has no requirements to simply own a handgun, just don't carry it or transport it in a car outside the narrow conditions for non licensed handgun owners. Unloaded, seperate from ammo yadda yadda.

In other words, were this person to be stopped by local or state PD in Pennsylvania while in possession of the handgun and it came to light he was armed with it, would it cause issue that he is not a PA resident with a handgun and is from a state which requires a permit, that he doesn't have, to possess one? I'm inclined to think he would be subject to PA law rather than protected by it, if that makes any sense...

PA does not care one whit if you have a handgun. As long as you are not carrying it concealed or in a car unless stored in the prescribed fashion. Just having it in your posession is not a problem. Thats how it is in most states, you don't need special permission to own or purchase a handgun.

My family is all still in NYS and I love em and all but I couldn't deal with emperor fuckface anymore, I had to bounce. Never have regretted it even once. Whenever my Mother complains about it I tell her to blame andy dipshits.

I agree with that sentiment. A friend from PA and I met up in Jersey to shoot his 1911 a few months ago and one of the range officers saw my New York ID and was very adamantly questioning if it was my handgun and if I kept it in New York City, etc.. very strange experience.
