Can Service Members Under 21 Get a Pistol Permit?

Reservists and Guardsman that are deployed are call to Active Duty prior to deployments as well. They are on Active Duty orders for the duration of the deployment but are not really Active Army. It is more a pay and logistics thing.

How old are you now and how long does the process take in your county? Bearing in mind I'm sure anything PP related is delayed as hell right now regardless of where you are (if they are even processing them).
If you're close enough to 21 I'd say wait it out and go shoot your Garand. No sense applying, either being denied or it takes until you're actually 21 and could apply anyway without having to look for special dispensation, and having to start over. Bear in mind a lot of these folks right now are probably (justified or not) not looking to do anyone special favors.
Not to discourage you at all, just saying it might actually be more in your interests to wait given the absurd politics and policies on this stuff in this state. Particularly if your county has a bunch of hoops for you to jump through to get the permit anyway.
You should start by looking at your county clerk / sheriff website and see what they specifically say about the process, what the application and its instructions say, and what the current state of play is. Look at and understand the specific instructions so you can put in an absolutely bulletproof undeniable application packet. Not only will it help you in the long run it will make life easier for the folks who have to process it which, for better or worse, is a good thing (you want these people to like you even if it is kind of bullshit that you need their permission to exercise a core right).

I’m 19, 20 in Dec. I’m hearing it takes about 3 months on Onod. County. I definitely am looking into this as much as I can.

Worked in 84/85 for me too. Applied at 18, got it at 19, had to dual reg my Dad's guns because of the having to be 21 to purchase.

Among your supporting documents, print out and include a copy of NY Penal Law Section 400.1.(a) which is the exemption for honorably discharged service members. Then attach to that a copy of your DD-214 with your honorable discharge highlighted.
When you go to apply for unrestricted carry and assuming this is true for you, cite the fact that you get issued things like Level IV body armor that you have occasion to transport off base to your home or billeting location, and that you would like to be armed in order to protect this equipment while transporting it since it would be dangerous if it were to fall into the wrong hands.

Why? Citing the law is perfectly legitimate in an unusual circumstance like an under-21 applying for a license. Just mention respectfully that you're doing so in a cover letter.

Two Marines from different counties included that as a reason in their letters and were granted full carry.

Showing the Judge the law will only insult him. Never insult a Judge when you want something from him. Tell the Judge you have body armor? That you are willing to shoot someone if they try to steal it while you are transporting it? Okay, if you think that will work, have at it.

I'm giving examples of things I have seen work. Regarding citing law to a judge, it is only insulting if you do it rudely. When I successfully applied for my permit, I didn't do an NRA training class like is generally required in Westchester because my DD214 showed my pistol qualification. So in my application, I included a respectful note in my supporting documents saying that I was including my DD214 showing my pistol qual and a copy of the law showing the exemption of the NRA class for veterans with pistol qualifications listed on their DD214. I did it because that's a rare situation. Judges and their clerks do way more than look at pistol permit applications all day, so they genuinely may not know that small portion of one long and complicated law that makes up a tiny portion of their workload. I made their job easier by explaining why I included my DD214 instead of throwing it in there randomly and having them wonder why it's there or where my NRA training certificate is.
As far as the other part, it worked for at least 2 Marine reservists that I know of who went for their full carry. We shared information at my unit on the topic, I saw the letters, and I saw the unrestricted licenses.
