Protesters are just aimless, no coordination. Police forces are slow, steady and organized. Patient in herding the crowd.
What if that crowd immediately dispersed in all directions and meets at another rallying point? Rinse, repeat all day and night. Wear them out. Make them work for it.
Police are just as dumb as a group as protestors are. The difference is command and control. They are told to take areas and hold them. Flash out of that area to another area. Hold that til they come then flash to another area.
Confuse them and divide their forces which are smaller than the protestors forces. They will leave a few people behind at each area to hold it. Their numbers to next location will be smaller. Then the next, smaller.
Divide, divide, divide until it is 100 percent apparent they can't control any particular area for more than an hour.
Keeping their forces on the move makes it harder to support them with food, reinforcements and relief.
All that can be done without any violence. Peaceful protest doesn't mean you have to sit on your ass in one place the whole time.
The truth is, the people can completely overwhelm and shut their government down whenever they finally decide to do so. And, that can all be done using non violent tactics.
