That makes sense. I just don't buy the NYC permit being considered "unrestricted" out side of the the five boroughs. The two permits are not reciprocal.

I'm pretty sure the state law only mentions the restrictions on licenses issued outside of NYC being valid in NYC. It makes no mention of NYC issued licenses being invalid outside of NYC.

Something else that crossed my mind (regarding the original topic). Does anyone know what happens when/if you decide to move out of state and what the best course of action is when the time comes regarding your PL? I have heard suggestions saying that you need to surrender your permit, while others have said to just move and forget about NY. Even though there is nothing (to my knowledge) stating that you cannot hold a NY PL with an out of state address, if you were to inquire about this to your local clerk (regarding changing your address out of state), would this raise a red flag of any kind?

Travel NYC does not recognize licenses from ANY other jurisdiction (NYS or otherwise), period. DO NOT enter NYC without a NYC license, this includes airports, even if you are in accordance with federal (FOPA) guidelines for “safe passage” a firearm.

For those with NYC HANDGUN premises permits, you can only leave the 5 boroughs by obtaining a Hunting Authorization card. This card allows you to travel to “authorized” hunting grounds in NY State. Request the authorization card when you pick up your license.

I am considering a move to another county in the near future, and a friend of mine told me that I would need to alert my county clerk about the move so that an amendment can be made to my permit. The move would be to a county (outside of NYC) that has a more restrictive attitude towards gun rights in comparison to my current one. Even though I was told that I could have my file kept at my current county despite residing in a different one, I was wondering what happens if I choose to just not tell the county about the move. Has anyone ever had their permit suspended/revoked for failing to inform them about this change? Even if the state requests that you alert them that you moved within a set period, do they even have any reliable way to check this presuming that you keep the same address listed on your driver's license? It just sounded invasive to me that they would demand that you let them know your exact permanent address at all times. I don't want our state government to know where precisely they can find me at a moments notice, and I certainly do not want to give them the information unless I absolutely have to.

When was the permit issued?
Permits issued five or more years ago need to be renewed by 1/31/18. This renewal requires your NYSDL number. Obviously this new inclusion will cross match your PP to your DL.

The concerns you have about 'finding' you will be a non issue here in good ole NYistan.

This is another each to his own theory. Yeah you're gonna have the ones "but but but it's the law" and you'll have the me..who moved to multiple counties in my 25 years of carrying unrestricted and never changed mine or notified a soul. I danced through their hoops enough for my god given right, I'm still in New York, deal with with it LEO. I've had to show both Drivers license and PP many a time in my 25 years and many a time they never matched because I never changed them. And every single time there was never once an issue and never tood to change it lol. So yea, each to his own..it will always boil down to the same issue..a douchbag LEO or a non douchbag LEO.

1. Would rather not list exact county name to keep things anonymous but somewhere north of Westchester and south of Albany
2. Within the past 2 years

I haven't actually moved yet, so for the time being my drivers license and PL have matching addresses. The debate I brought up was to either change both of them, or neither one of them

Just contact your issuing county clerk and your prospective county clerk for guidance and go with what they tell you. Or, do what you want and deal with any eventualities or residual consequences. No one on this forum can give you exact legally sound advice.
