Should sell it to a private company with the requirement that it be imported to the US for sale on the civilian market.
I guarantee someone can figure out how to bring it back for a profit.
When we would go to the range, ammo would be ordered. What ever was not used during range day/week, was always shot off. There were times that we would have upwards of 10,000 rounds to blow off. There was so much, we got tired of shooting it.

Just talking about this the other day. I saw thousands of pounds of ammo being destroyed in Afghanistan (2014). I used to joke with them, I got an address you could send that stuff to.
Folks don't understand that "tamper proof seal" and once it's popped, you have to use it or destroy it (except in Garrison where it can be turned into the Residue Yard with paperwork. Munitions, Food, Medicine, Fuel, et.al. are all one way once opened.
On a Tangent: That "Government Surplus/Overrun" well often enough, that the QUASIS (Quality Assurance Special Inspectors/inspection) rejecting a Lot(s) and it can be as simple as someone forgetting the sheet of cardboard under the Lid of the ammo can, discoloration, literally anything, so Uncle Sam won't take it, so the manufacturer has to sell it or pull it down...

As you can imagine, that wasn't the correct answer; fucker went back to the table and got mags...must have dumped 300 rounds full auto through my Rifle...god I hate cleaning M-16's.
We couldn't even bring blanks back into the squad bay after training. Whatever we didn't use we were told to shoot off. I discharged two 30rd mags of blanks in full-auto, then lowered the rifle at port arms and burned the skin off my hand from hot barrel. OCS was fun.

As others have mentioned it has to be expended. I have definitely linked up ungodly amounts of .50 cal and run it through a shitty M2 barrel until the barrel started deforming from the heat.
two decades worth of being on an Army Base...yea, I've seen a few things.
I thought about working on the Transfer Site (Dump/Refuse) but my yard would look like Sanford & Son in a years time.
I worked for the US Army Cadet Command Ammo NCO. I have also seen waste.

We did the same with the old M60 MG a few times, once we somehow had about 100 40MM grenades left over after the trainees left, we just stood at the line lobbing grenades out of a couple 203's at the target vehicles. After awhile it got a little boring.

Oh how I hated cleaning an M-16 after running blanks through it. Filthy stuff.
It would be much better to re-sell that ammo on the surplus market yes................. however the more I learn about the M855A1 cartridge the less interested I am in ever putting any through my own guns. High pressures wearing out parts faster, especially increased frequency of bolt and extraction failures, the hardened steel tip damaging feed ramps and magazines, mediocre accuracy and performance no better than commercially available bonded JSPs.
Now if a lot of M995 AP were available I'd be most interested in that.
