For anyone not interested in reading it, it basically says that yes the tool used was developed by a Ukrainian hacker and is available for download to literally any person with an Internet connection, and the ip addresses used in the attack are being used to attack random websites all over the world, still, and were hosted in countries all over the world. There is zero actual evidence of Russian involvement.

I've looked at the "Norse Attack Map" (Norse Attack Map) before, and it looks like a big, worldwide electronic shit-storm.
