Manhattan DA Cy Vance is right again: It would be an enormous “mistake” for Congress to de facto nationalize US gun laws at the lowest common denominator with the Concealed Carry Reciprocity Act.

Outrageous, too — since federal lawmakers have a heck of a lot of urgent work on their plates, from replacing ObamaCare to passing pro-growth tax reform. (Go repeal some dumb regulations, if you’re that bored.) It may be easier to indulge in culture-war gestures like forcing loose gun laws down New York City’s throat, but that’s hardly an excuse.

Not to mention the Pottery Barn rule: If you break it, you own it. This is now the safest large city in America, with homicides at historic lows. In the public’s eye, lawmakers who pass this law would wind up owning every shooting from a gun legalized under it — including the inevitable dead cops.

The only part of NY's gun laws that it would "override" is reciprocity. It would not allow people to carry in New York City. It would not allow people to get a permit in another state to circumvent NY's laws. It would only require New York to honor other states' permits.

I'm not saying that I agree with New York's laws. I think they're horrible. But I also don't agree with this emotional reaction to something that they obviously haven't read and understood.

Amazing little facts whereas the State Appeals court could rule that localities could not have their own rules regarding the placement or restrictions placed upon convicted/registered Sex Offenders (1,000' rule within school zone, etc) because the counties needed to share the burden. Yet, a protected Constitutional Right be treated much different and local municipalities not conform across the State. It doesn't make sense... What works and is applied on way, should be across the board. So in effect, as a Resident Legal Gun Owner in NY State, who has passed all the scrutiny of local, State and Federal background checks to be Legal, I am afforded less Right and consideration by the courts, than a convicted Sex Offender.

There are several states that prohibit carrying into a bar. If I go to that state, my NYS permit would not allow me to carry into a bar. Florida law prohibits carrying anywhere in an airport. My NY permit wouldn't allow me to carry into a non-sterile area of the airport.

New York State law clearly states that permits issued outside of NYC are not valid unless approved by the NYC Police Commissioner. Why would someone with a permit from Florida be able to carry inside New York City while I, with a permit from Upstate NY, still can not? What happens when someone with a LTC from Pennsylvania comes into New York carrying a Glock 19 with a 15-round magazine? Or how about carrying my Glock 43 into New Jersey, loaded with hollow point ammunition? Carry on school grounds? In parks?

Perhaps my reading of the bill is conservative. But given how (a) how aggressively NYPD goes after weapons charges for the stupidest crap, and (b) how many problems that would be cause by any other interpretation of the bill, I'd rather err on the conservative side.

If I end up being wrong, I'll own it.

And for the record, I still firmly believe that "shall not be infringed" means just that. SCOTUS has, on several occasions, informed us differently. I'm just looking at the reality of the situation based upon today's society.

I've read that the ones who wrote the House version of a National Reciprocity Bill claim that theirs will allow people without NYC carry permits to carry there. I have my doubts on that, aside from the fact that everything at this point in time is just speculation. Supposedly, it would even allow upstate NY CCW holders to carry in NYC with an out of state permit, such as PA or FL. IF, and it is a big IF, a bill does eventually make it to President Trump's desk, who knows how it may end up actually being worded. No matter what, I would expect it to be relentlessly challenged by the anti gun states in the courts, and to be tied up for years until it reached SCOTUS, - and even then, SCOTUS might fuck us over.

While I like the idea of National Reciprocity for CCW holders, I think it will only be an incremental step forward. I see the same issues that @Bob sees, - 15 round mags and hollow points, etc. that are legal in other states, and then the poor CCW holder gets arrested in NY for the 15 round mag, and the guy who gets arrested in NJ for having hollow points in his gun. I also think that the anti's will turn it into a massive cluster fuck when they arrest scores of people for violating local ordinances.
