No. The ATF has made rulings that you can flip flop from pistol to rifle back to pistol again but not if it was first built into a rifle.

They do not have such rulings on firearm to pistol or pistol to firearm. That’s why I’m asking the question.

Wasn't this in part thanks to Thompson Center and their Contender/Encore pistols?
I remember a big to do about it seems barrels and grips/stocks can be swapped at will. Pistols needing permits in many states while rifles not in any.
Every deer season my Encore registered as a handgun would change face.
