This is about the state knowing who has pistols because the county clerks won't play their games. This is the states way to "register" handguns and the domestic violence law that basically restates what is currently NYS law already is a prelude to register all guns including riffles and shotguns. NYS will attempt to have all guns registered.

It really surprises me because there are no local police. There is Chautauqua Co Sheriffs and State Troopers.

The guys I know are country boy hunters, they are not die hard MSR guys.
I know one guy that IS a huge fan of MSR and military firearms. He is a business owner and single father of 3 boys. Im positive NONE of his guns have been out of the attic safe sinse January 2013. He won custody of his boys in 2011 and will not risk it. His ex is hell bent on getting the kids.
Anywsys, its all a bunch of bullshit. Use them or sell them. They believe the SafeAct will go away some day.

None of this should come as a surprise, given that NY's laws are as clear as mud to begin with. And NY(UN)SAFE only contributed to that. The Clerks can complain vociferously, but I don't see FUAC doing anything to remotely help them. He will more likely hold a news conference to remind gun owners to get their renewals in on time, or it's their problem...
Now, what might be interesting is if someone gets their "lifetime" CCW taken away for not renewing, and if that person has the balls and the means to do something about it, and take the assholes to court. But, who am I kidding, - the likelihood of that happening is miniscule, and the NY courts wouldn't rule in his favor anyway.

To stay on topic, Re-cert and your license does not get revoked! And you keep all your firearms. Be foolish and not Re-cert (Wait for license to be revoked) but hide firearms out of state, And that makes you the winner?
Now you move out of state and apply for a new pistol license (If you can even now pass a NICS) and there is a question on the application * Have you ever had a pistol license revoke or been turned down for one? (And by the way most other states have renewable licenses!)

Im going to snail mail my re-cert the first week of January, registered/certified/got to sign for it. That will give the Gestapo 3 weeks to process the paperwork. if they can't do it in 3 weeks, how is that, in any way, my fault?

There are two figures concerning which you need immediately to be made aware because of the probable influx of new cases into the County Courts by two categories of individuals through the handgun licensing system.
First, notifications are already rolling out from the NYS Police to an estimated 1 million NYers who hold handgun licenses that they are required to “recertify” by January 2018. The NYSP have on several occasions informed the County Clerks Association and its members that any failure to renew or any defect in the recertification will be kicked back to the County to deal with suspension, revocation, and firearms confiscation.
Second, at the point at which we prevail in breaking open the secret New York State Police database that went into operations in April 2013, by our best estimates, more than 200,000 people will be notified, for the first time, that their medical provider submitted their name and confidential medical information to the NYSP. Concurrently, an additional 383,000 records will result in notification of people, for the first time, that their medical provider submitted their name and confidential medical information to the NYSP through a secondary reporting program. There is a potential that 1/40 NYers will be receiving notification of what I believe it is fair to say amounts to a massive, State-encouraged, breach of personal health information. Currently, only a select few handgun permit holders have been notified of this reporting, of which some have sought relief at the county level and in federal court.
In other words, there is a distinct probability that 1.5 million records will be triggering notification from the State within the next twelve months that could result in a very significant number of cases being filed in the County Courts.
It is in our County Courts that all handgun license hearings transpire. Rural, Upstate NY County Courts hold license hearings as infrequently as one day per month. Some of the bigger counties, as infrequently as one day per week, and potentially through a retired judge brought in for the special term.
According to the 2015 Annual Reportof the NYS Unified Court System, our County Courts intake only 61,617 civil cases per year. Total. (See page 30.)
The County Courts will be overwhelmed at an exponential level as a direct result of these two items from 2013 legislation hitting at or about the same time.
I am unaware of any measures being undertaken by NYS Office of Court Administration or the NYS Bar Association to anticipate and deal with this probability. In a letter I sent to those organizations today, I requested contact information for any person addressing this issue and/or for an opportunity to meet to discuss this issue.
The good men and women of our County Courts, our County Clerks’ Offices, and our County Sheriffs’ Departments do the yoemen’s work concerning our handgun licenses. It is critical that we support them and fight for the repeal of the NYS Police recertification program. This isn’t only about our individual rights; it’s also about access to justice. The Second Amendment has been recognized by the United States Supreme Court as a “fundamental right.” Let’s do everything we can to support and protect it.

3 years ago my medical provider submitted a "HEALTH" questionaire and one question was if I had any firearms. I told the Doc it was none of her business and didn't have anything to do with a medical survey as far as my non medical degree went. MY 2 cents is IF a person tells their doctor they have firearms...well, then accept the consequences of a despicable act as informing the State Police. I don't know if informing the State Police of ownership is LEGAL. Total BS to me.

I'm not saying "Don't recert, here's another idea". I'm spitballing an idea based on what I perceive to be a likely situation, namely that this poorly thought out system will bottleneck and not process recertifications (either intentionally or not, that's another topic), thus revoking permits from those who have done their part to recertify by the stated deadline, unjustly lining them up for confiscation (hence my use of "disenfranchised" in my original post).

Many years ago I had a similar experience but in a different arena. Went thru a divorce and my daughter was having a very difficult time with it since she was 13 years old and new exactly was going on. In any case I pushed her mother enough to send my daughter to a therapist just to talk things out. Unfortunately I couldn’t because I lived in a different state. Long story short my idiot ex-wife finds a child therapist who had absolutely no desire to meet with me and only with the mother. The only thing asked of me was to fill out a 79 page questionnaire. Two pages of the questionnaire concerned questions concerning when why where how and because In regards to firearms.
In reading through the questionnaire I tore it up into tiny pieces through it in an envelope And took a ride across state lines while my daughter was at the therapists office. I walked in on her And point-blank in front of my daughter asked the therapist about the questions in regards to the questionnaire and my owning firearms. She said that owning a firearm is only done by those that have bad intentions and there is no need for anyone to own any firearms. I turned around and looked at my daughter and asked her what type of questions was she being asked in regards to me and my firearms. My daughter broke down started crying and stated that the therapist was telling her that your father is not a good person and a danger to himself and everyone in his household and there is no way you could ever go live with your dad. I threw the envelope with the questionnaire at her told her to Shove it up her ass and go fuck Herself and if she ever went near or called my daughter again I would file harassment charges against her And do everything I could to make her lose her license.

If the State Police had a true backbone and honor to their oath of office they would ignore the recertification and re-registration of the lifetime licenses, and tell Cuomo to go fuck himself, just like most sheriffs in Colorado did when the Libtards passed the >15 rounds magazine ban and universal backgrounds checks in 2013. Sadly the leadership ignores their oath of office and pledges allegiance to FUAC instead.

4 months ago I sent the paperwork to the Monroe County Clerk to convert my paper permit to the credit card design. According to them, they haven't had the opportunity to pull my file and check my records in over 120 days. If they can't accomplish a simple permit conversion, how are they going to reconcile their records with the renewal form you send to the NYSP ?
What happens to people who sold guns and never took them off their permits ? What about uncorrected address changes ? Serial number typos, Cross-registration info ? The list goes on and on and on...
