Reaming the rifling out wouldn't be the problem, the size he'd have to use would take it beyond the rifling and open the barrel up past .22 cal.I would agree with your gunsmith., reaming out the rifling on the 22 bbl may not be a good idea. When shot the bullet might be like a pinball traveling down the barrel. just a thought.
How about a .410 for rat control? Maybe a shockwave in .410 or the S&W Governor, Taurus Judge revolvers.

You'd only have to ream out 6 or so inches making that easier and you'd have follow up shots. You might be able to ream it out with a snug fitting jag, some patches and valve grinding compound and a lot of elbow grease.

His Man card should be revokedSo just talked to my gunsmith buddy. He thinks it would end up opening the barrel up too far, wouldn't be just the rifling, and would have a problem with gas passing the shot and loosing a lot of velocity.
Wonder if any barrel manufacturers could do a blank cheap enough seems they have much more tooling.
My gunsmith doesn't have any tooling to do that unfortunately. Closest he can get is too far. I could buy it but I'd never use it again, neither would he.You ream to the base of the grooves and it will seal up fine.

Let's say you have a piece of shit single shot .22 and shoot ratshot out of it. Patterns like shit, due to rifling. I know it's not legal to ream the rifling out of the barrel, but what if you made a new barrel without rifling? It's not "remaking" or modifying the original barrel lol.

Don't think there would be a problem with a rifle as long as the barrel is 18" or more, that would just make it a .22cal shotgun.
With a barrel between 16 and 18" that would be legal as a rifle, but would fall under the short barrel shotgun once it was a smoothbore and would be NFA and not NY friendly.

That was my observation as well, there is no spec for rifling depth or length in the law.
There also is no spec for twist rate, so for his application you could do full length and depth and just a very low twist rate.
Might be a good idea. I'll have to look around for something 22 mag.Have you considered a revolver? A Heritage Rough Rider or a new Ruger Wrangler or best yet a Used Ruger Single Six with the magnum cylinder.
