The right to vote is given to all in the USA if you are a citizen no need to an amendment to the state constitution.
My comment was a bit of sarcasm more than a serious statement. It made sense in my head as in if they are allowing same day voting then constitutional carry must be allowed. Probably wasn’t very clear to anyone but me.
Yes all can vote, but the States can make the rules ( mail-in voting violated the Delaware Constitution ). Delaware has a process for voting in there State Constitution any changes must be done by amendment voted on by the people.
