I think it's typical that district attorneys sometimes have a bit of discretion regarding how hard they enforce which laws. They only have a finite amount of resources and police and detectives, and Court time. Fact is, the will of the people elected the Governor and last I checked the Governor decides, overrules the administration of the State Laws... Not the DA's with their own agendas. The State prosecutor whether it be in an overall (Attorney General) or local (District Attorney) have an obligation to enforce the law, not decide what is or isn't law, or acceptable let alone based upon "their" political affiliation.
