sort of an illegal search...what if it works to scan a home from a sidewalk...see any safes...lock boxes...valuables and then that place is a target. How about this....I worked security and a few of our Officers lost their hand guns because a group of punks would surround one..push them around and eventually relieve them of their sidearm while others held them at bay...then they would run and scatter. No life threatening situation but many lost their sidearms.
