In a recent conversation with my favorite FFL he did confirm this. The BATFE form 4473 does not cover this. NYSP cannot answer questions as to how to process them to comply with NY law. You can buy them in PA.

Yes muzzle loaders, flint lock and black powder guns require a background check in nys. That was part of the changes when they rammed the CCIA thru was they changed the definition of what constitutes a gun (rifle shotgun firearm other etc).

Conflicting information from the State? Say it isn't so...
Speaking with a Dealer about it, the State has a new Form where a check is conducted, but it doesn't use the FBI NIC system....maybe the same program as ammunition? And if you can be approved for any one there is no reason why any other ones should be required.
On a tangent, BGC's were going through pretty well today at the Show: only one "delay" (about two hours) out of ~15 checks today...didn't ask anybody doing ammo checks how they were going, but didn't hear anyone bitching about it.

The state uses their own system for gun background checks, which is illegal, like a shit ton of democrat new age bullshit, but who from the federal Attorney Generals office is going to open an investigation, let alone prosecute!
The state may coordinate with with the fed's NICS but they now control it in this state. Ask your gun shop owner.
